      Senior Grant Manager - Hawaii

      Subrena McCoy draws on more than 35 years of technical and grant writing experience to help clients in Hawaii and across the country obtain and manage grant funding for transformative infrastructure projects. She synthesizes raw data and develops quick facts that enable clients to create policies and procedures for compliance with federal funding rules.

      Subrena's intricate compliance knowledge spans the Infrastructure Investment and Jobs Act (IIJA), the Inflation Reduction Act (IRA), FEMA Public Assistance, the Department of Energy (DOE), the U.S. Department of Housing and Urban Development (HUD), and many others. With a strong background in marketing strategy and business analytics, Subrena explains complicated processes and compliance requirements, such as Davis-Bacon & Related Acts (DBRA), to all facets of an organization to build understanding and expedite potential grant awards.

      When a state or local agency, or a utility contemplates grant funding to retire outdated fossil fuel assets, harden energy grids to withstand severe weather, or increase investment in renewable energy assets, Subrena works closely with internal departments and stakeholders to assist them in conducting risk assessments, pinpoint potential compliance gaps, implement training tools, and draft operations manuals and policies and procedures.

      Before she joined Plexos, Subrena spent 12 years at the Arkansas Department of Energy as a state program manager. She was responsible for managing the department’s weatherization program, for which she managed multiple multi-million-dollar grants and led efforts to maintain fiscal, programmatic, and administrative compliance. She also developed standardized reporting process for subgrantee quality assurance monitoring.
