      Responsible for the growth of new Global Disaster Recovery business line.

      • Developed business line opportunity in Ukraine by creating a network of representatives from the US Department of Commerce, State Department, USAID, the World Bank, and EBRD.

      Responsible for the direction and management of disaster recovery efforts and rebuilding of more than 8,000 homes in St Thomas, St. John, and St. Croix.

      • Planned, organized, and implemented a roof repair program consisting of more than 4,000 repairs and/or replacements within 90 days of assignment.
      • Procured, managed, and coordinated 5 major contractors with a workforce of more than 2,500 personnel.
      • Coordinated the logistics for ordering, disbursement, and management of over $23 million in construction materials to be procured, shipped, dispersed, and consumed within 90 days.
      • Overcame logistical challenges of working in remote regions with limited resources, funding, and support.

       

      Timberline Construction Group,  

      2017 -  2018, Senior Program Manager/Project Manager,  Federal Emergency Management Agency (FEMA), DR-LA4277 Housing Mission, Baton Rouge, LA, Restore LA, Texas Preps                                    
      Assumed a lead role for several disaster recovery programs as a FEMA contractor in the Southern US, including
      management and direction of FEMA Housing initiatives.

      • Responsible for all operations for the Timberline field team, including Deactivation and Maintenance Crews, Field Project Managers, and support staff.
      • Primary interface for APTIM Task Order Manager (TOM).
      • Conducted the maintenance and deactivation of more than 2,600 units between private, group, and commercial sites.
      • Maintained and directed preventative maintenance program for all active trailers.
      • Ensured all technical and financial objectives achieved in accordance with field and HQ COTR guidance and FEMA police and authorities.
      • Coordinated just-in-time training as required; planned and executed securing necessary personnel to meet mission objectives.

      2015 - 2016 Saudi Aramco, Multi-Yard Project, Program Director, Ras Al Kair, Saudi Arabia                                     
      Reviewed contract and client expectations and spearheaded the development and management of project teams to support a 5-year, $4 billion industrial development to design, engineer, and build a multi-yard, Class A shipyard in Ras Al Khair Saudi Arabia to service all Saudi Aramco oil and gas and support vessels operating in the Persian Gulf and adjoining regions. The cnsultancy project team consisted of 38 Saudi Nationals, 25 Canadians, 29 from the UK, and Europe and 25 from the US. Initial development consisted of developing the FEED team complete with all disciplines 175 to support the preliminary design efforts, planning, scope development, budgeting and contract bid package development. Ultimately, the project positioned the Kingdom to become a world-class ship builder.

       

      Facilities included living quarters for roughly 18,000 employees, complete with schools, mosques, recreation centers, transportation hubs, schools, utilities, and shopping.  The yard was divided into zones, one supporting jack up rig construction, one supporting new build ship construction and one supporting OSV.  The shipyard was being designed to be the largest in the Middle East and provide support for the KSA nationals.  Projected project teams including administration for supporting the execution of the project consisted of foreign nationals with a mix of over 172 Saudi Nationals, 228 Canadians, and 1,194 from the United States and Canada. Total yard construction manpower exceeded 15,000.

      2016, Disaster Recovery Manager Rapid City, SD

      Liaised with FEMA and managed staging area for DR4237 OST Pine Ridge Reservation recovery efforts.

      • Managed staging area, ensured inspections and dispatch, chain of custody procedures followed

      Transocean

      2013 - 2015     Senior Project Manager, Transocean-Capital Projects Upgrade and Repair-Houston Corp., Houston, TX

      Responsible for the global management and execution of a multi-million-dollar asset improvement, repair, retrofit, and upgrade.

      • Transported asset from Norway to Singapore for upgrades and repair; upon completion transported vessel to Malaysia for commissioning then to Seattle for preparation of Arctic deployment.
      • Managed major project scopes, including engineering, SOW, budget, quality, safety, schedule, and administration in accordance with company policy and industry standards.
      • Developed work sequences for activities to ensure all objectives could be met; determined proper scheduling methods to meet deadlines, budget development and support contract negotiations.
      • Assisted in developing scope documents, contracting strategies, work sequencing, WBS development, preplanning, site safety plan development, logistics for project start up, develop and monitor EVMS metrics.

      • Provided logistical support; set up and coordinated activities required to support the asset, including housing, meals, air, land and sea transportation for personnel and equipment; coordinated with various vendors internationally on critical timelines.

      Parsons-Boeing

      2012 – 2013,  Senior Project Manager, Horizontal Stabilizer Fabrication Facility, Salt Lake City, UT        

      Responsible for the management and execution of an 850,000 SF, $200 million tenant improvement to facilitate the fabrication of horizontal stabilizers for the Boeing 787.

      • Managed team sizes from 5-10, including a construction manager, electrical, mechanical, CSA/ project controls and estimating.
      • Developed, organized, and led a project management/ construction management team focused on fast-track objects to meet client’s production schedule.
      • Developed work sequences for activities to ensure all objectives could be met; determined proper scheduling methods to meet deadlines; worked closely with client on procurement strategy.
      • Assisted in development of scope documents, contracting strategies, work sequencing, WBS development, pre-planning, site safety plan development, logistics for project start up, and developed and monitored EVMS metrics.

      2011 - 2012,  Task Order Manager, PATH DR-1981, FEMA Housing Mission, Minot ND                                                 

      Managed and directed the FEMA Housing in Mission in Minot, ND, with a $68 million contract award. Mission consisted of haul and install for 2,400 units between private, group, and commercial sites.

      • Responsible for all operations for the PATH field team.
      • Primary interface for FEMA COTR and DHOPs chief.
      • Ensured all technical and financial objectives achieved in accordance with the field and HQ COTR guidance and FEMA police and authorities.

       

      Parsons

      2006 - 2011, Program Manager, Northrop Grumman National Master Service Agreement, MS, LA, NY, CA, OR, RI, and FL

      Responsible for the management and execution of Master Service agreement between Parsons and Northrop Grumman with Capital projects ranging from less than $1 million to more than $100 million and entire program values in excess of $500 million. 

      • Worked closely with client to ensure the renewal of the master service agreement; closely monitored all project performance to ensure client satisfaction.
      • Services provided under MSA, included engineering, site assessments, scope development, construction management, permitting, procurement, staff augmentation, project management, program management, and project controls.
      • Responsible for profitability of program and performance; developed financial forecast and plans annually in support of program; acted as company representative with client and selected subcontractors during program execution; negotiated change to scope of work.
      • Worked closely with business development to market and secure additional work.

      2010 - 2011, Project Manager, Horizon Gulf Oil Spill Response Gulf Coast, MS, AL, and FL

      Worked with Parsons Environmental sector using local resource and regional office in the planning and execution of providing support to incident.

      • Worked closely with client on planning, direction, and execution of rapid response, including hiring and training of 600 employees in 60 days.
      • Responsible for the planning, direction, and execution of site reconnaissance, identifying strategic launch and collection points for the Vessel of Opportunity program deploying up to 2,500 vessels daily.
      • Executed rapid deployment of resources to manage sites, deployment process, fueling operations, daily reporting, training of local citizens for participation, call center, and the development of site operations and procedures.
