Provides $1.3 Billion to Puerto Rico’s 78 municipalities to rejuvenate urban centers, downtown areas, and community corridors
Magnitude
Repeated infrastructure damage since 2017 from hurricanes, earthquakes, and power grid failure
Critical Need
Accelerate islandwide infrastructure, public space, and economic development projects to promote long-term resilience and bring people back to the island
70 CRP projects developed and approved, representing a total program value of $355.9 Million
Facilitated over 1,500 technical assistance, regular meetings, and training events
Performed compliance and financial reviews of nearly 1,400 invoices submitted by subrecipients to support accurate reimbursement and adherence to program requirements
Supported municipalities throughout the environmental review process to advance projects toward HUD Authority to Use Grant Funds. To date, 46 of 70 projects have completed the Environmental Review Record, and 50% of the portfolio received AUGF approval
Assisted municipalities with design and procurement activities, resulting in the publication of 59 construction Invitations for Bids across 42 projects, while advancing design development with 66% of projects reaching the 90% design stage
Refocusing program management services from pre-design to construction
Managed 21 active construction projects totaling $170.4 Million.
Assisted subrecipients in the submission of 48 construction change orders to support project implementation and contract administration

Provides $350 Million aimed at increasing resilience against power outages.
Magnitude
Systemwide collapse of the electric grid in 2017 post, the largest in U.S. history, infrastructure damage repeatedly since 2017 from hurricanes, earthquakes, and power grid failure.
Critical Need
Private backup systems through renewable solar energy equipment (Photovoltaic Systems and Battery Storage Systems).
