Plexos’ Paul Rainwater: A National Leader in Disaster Recovery and Education Policy

With over 30 years in government and disaster recovery, Paul W. Rainwater, Plexos SVP and Chief Strategy Officer, led one of the largest post-disaster reconstruction programs in U.S. history and held signature authority over nearly $9 Billion in FEMA Public Assistance funding after Hurricane Katrina. His experience spans collaboration with five presidential administrations and includes shaping education policy for both K-12 and higher education systems serving over 90,000 students annually.
Paul Rainwater led efforts to quickly establish temporary learning spaces in St. Bernard Parish, where the storm had wiped out every school. Thanks to swift federal assistance and strategic logistical planning under his direction, a new school was up and running in less than 90 days after the disaster. And he played a central role in advancing permanent solutions such as the renovation and reconstruction of 13 major school sites in the early phase of the disaster recovery effort, by steering FEMA PA dollars to school districts for long-term investment in safe, resilient educational infrastructure.
