Infrastructure and Construction Management Expert Andre LeBlanc Joins Plexos as Senior Vice President

Andre LeBlanc draws on more than 13 years of experience implementing and managing major disaster recovery, mitigation, housing, and infrastructure programs to help communities achieve long-term resilience.

Baton Rouge, La. – Plexos Group, L.L.C. (Plexos), a Baton Rouge-based infrastructure program delivery and project management company, announced today that Andre LeBlanc has joined the company as Senior Vice President. LeBlanc is a seasoned program manager with direct experience designing, implementing, and managing federally funded infrastructure and construction management solutions for programs exceeding $2 Billion.

In his role, LeBlanc will work with Plexos leadership to spearhead innovative and efficient solutions for the company’s program management responsibilities across the U.S. and its territories. He will also help communities analyze federal funding options while navigating the financial and compliance requirements of the U.S. Treasury, the Bipartisan Infrastructure Law, HUD Community Development Block Grants, FEMA Public Assistance, and other sources.

Before Plexos, LeBlanc gained invaluable experience working alongside local, state, and federal agencies while managing a variety of complex infrastructure and construction projects from inception to closeout. Known for his creative solutions, he seeks to understand the unique economic, geographic, and cultural aspects of each community and match those needs with tailored resources and local staffing.

“I’ve worked with members of Plexos in various capacities and programs throughout my career,” LeBlanc said. “I’m confident in our ability to provide the local resources and knowledge communities need to execute successful projects with lasting social and economic impact.”

Notably, LeBlanc served as program manager of the $1.7 Billion FEMA Sheltering and Temporary Essential Power (STEP) program in Puerto Rico following hurricanes Irma and Maria. In that role, LeBlanc helped the Puerto Rico Department of Housing develop its strategic plan and then oversaw a team of 1,500 people performing a wide range of program tasks.

More recently, LeBlanc spearheaded the reconstruction and rehabilitation aspects of the HUD CDBG-DR funded Restore Louisiana Program. He also worked with the Louisiana Department of Natural Resources to use federal funding on a project to remediate abandoned oil and gas wells across the state of Louisiana.
